第一章 总 则
Chapter 1 General Provisions
Article 1In order to maintain teaching and life order in school, and protect physical and mental health of students, promote student’s all-round development of moral, intellectual, physical, and aesthetic education, the provisions are enacted according to Education Law of the People’s Republic of China, Higher Education Law of People’s Republic of China, Normal College and University Students Management Regulations, Provisions on the Administration of Receiving Foreign Students in Normal Colleges and Universities,The People’s Republic Of Chinaon Controlofthe Entryand Exitof Aliensand other relevant laws and regulations.
Article 2This provision applies to management of international students, it’s the regulations for school’s management and student’s learning, living and behavior during their study in China.
Article 3University’s central mission is to bring up talents according to the national education policy. The university should follow the law of education, constantly improve the quality of teaching; run the university according to the laws, strictly regulate the university, improve management system, standardize management behavior; to combine management with enhancement of ideological education, continuously improve management level and cultivating quality of talents and strive to cultivate our students into internationalized Medical Talents.
Article 4 International students should abide by Chinese laws and regulations, comply with Code of Conduct for College Students and school management system. The students should possess high moral character and behavior habit, study hard, actively explore and practice, make efforts to master modern scientific and cultural knowledge and professional ability. The students should keep fit through active physical exercise.
Chapter 2 International Students’Rights and Obligations
Article 5 International students enjoy the following rights according to laws while studying at the university:
(1) Participate in various activities and use the educational teaching resources provided by the university based on the educational teaching plan;
(2) Participate in volunteer service, organize and take part in students’ organization for sports and recreational activities within the university;
(3) Apply for scholarships.
(4) Get a fair appraisal of his/her moral character and academic performance; get his/her diploma and degree certificate after successful completion of all the courses prescribed by the university;
(5) Appeal to university and administrative department in charge of education for retrial if students take exception to disciplinary action or punishment from school. Appeal or make appeal based on law if university or teaching and administrative staff infringe on legitimate rights such as human rights, property right and so on.
(6) Get involved in the reform, management and supervision in the university’s education; Make proposals and suggestions regarding the university’s teaching management and its reform and so on;
(7) All other rights specified by law and regulations.
Article 6 International students must perform the following obligations based on law during their study at university:
(1) Abide by Chinese laws and regulations;
(2) Comply with the university’s management system;
(3) Study hard and complete all the courses prescribed by the university;
(4) Pay his/her tuition and other relevant fees according to rules;
(5) Observe students’ code of conduct, respect teachers, and develop good moral norms and standard of behaviour;
(6) Fulfill all other obligations specified by law and regulations.
Chapter 3 Administration of Undergraduate Records
Part 1 Admission & Registration
Article 7 According to the school’s enrollment methods for international students, students with physical and mental health, excellent in character and learning will be admitted. International students must go through the formalities for entrance registration when they arrive at university at the appointed time with “Admission Notice”, “Fee Structure”, “Visa Application for Study in China”(JW202 for self-funded student; JW201 for Scholarship Student), “valid visa” (X1 visa) or valid Residence Permit and “the original physical examination certificate”. Those who do not register on time will need to ask for late arrival and get approval and deal with related procedures. The students who don’t ask for late arrival and get approval will cancel their status as students if they exceed the time limit of two weeks.
Article 8 Upon arrival new students must take a physical examination at Weifang Entry-Exit Inspection and Quarantine Bureau within 30 days. If the report is not satisfactory according to medical consultant they must leave China within 30 days.
The university will reexamine according to the enrollment regulations in one month after the freshman enrollment. Students who get qualified recurrence will be registered and get enrollment status. Students who get failed recurrence will be dealt with according to different situation until canceling admission qualification. The enrollment status that is got through deception, favoritism and irregularities will be canceled after being confirmed.
Article 9 In the beginning of every semester, international students should deal with the procedures of registration and visa extension along with fee payment and insurance receipt at the appointed time. If students have special reasons not to make registrationat the time, they must get approval from students’ management department and go through procedures for late registration. And it can be postponed in the limit of 2 weeks. It will be regarded as voluntarily leaving school if anyone doesn’t apply to postpone and register on time. It will not be registered if anyone doesn’t pay the tuition fee, buy insurance or accord with other registration conditions. The students are not allowed to participate in all teaching activities without registration.
Article 10 International students should pay tuition and accommodation fee within 30 days in the beginning of each academic year. If anyone doesn’t pay on time, he will be charged 5% late fee of the amount every month. At the end of every semester all the fee must be settled and if anyone misses the time, it will be regarded as voluntary withdrawal and failed registration.
Part 2Attendance and Discipline
Article 11 Students should attend all the required study and related activities according to the teaching plan. Students must ask for leave if they are absent because of illness and other reasons, otherwise they will be regarded as absence. If the students are three times late or leave earlier from classes without reasons, it will be regarded as one absence.
Article 12 If any student wants to leave from the school he/she should complete and submit an application form provided by the school with the medical certificate and other related certificates. The leave of absence will be given within 14 days. The students fail to return after their leaves are up they will be regarded as absence.
第十三条 一学期累计旷课达 20 学时，予以警告；累计旷课达 30 学时，予以书面严重警告；累计旷课达 40 学时，予以留校察看处分。
Article 13 If the student is absent for 20 teaching hours per semester, he/she will be given warning but if his/her absence is added up to 30 hours per semester, the severe written warning will be given. When his/her absence is added up to 40 hours, they will be given the probation sanction.
Article 14 If the students who take medical leave or leave for one third of the total attendance per semester will suspend schooling or repeat the year’s work. If the students are absent from school without reasons for one third of the total attendance per semester, they are not allowed to continue the courses and must leave school without being told.
Article 15 The registered international students have to take part in every kind of teaching and other collective activities organized by the university and the school.
Article 16 International students have the legal holiday of China and vacation for summer and winter of the university. There is no holiday for important festivals and others from the students’ motherland.
Part 3 Regulations of Examination and Records
Article 17Students should take part in all the examinations of courses according to the requirement of teaching plan.Examination records will be marked into report card and personal files. If students cannot attend the examinations because of medical conditions or special reasons, they must get approval from the school with written applications in advance. They are allowed to participate in delayed examines and the marks they obtain at the exams will be considered as the final marks. If the students fail the exam, students have toparticipate in the make-up examinations.
Article 18 Examination results is hundred-point marking system. Students can get corresponding credits
